Employment Pass (EP)

The Employment Pass is issued by Singapore's Ministry of Manpower (MOM) for foreign professionals taking up managerial, executive, or specialized positions in Singapore. It is the most widely used work pass for skilled foreign talent and serves as a key gateway to long-term residency.

Minimum monthly salary: S$5,600 (S$6,200 for financial services sector); thresholds increase progressively with age

Validity: Up to 2 years (first-time), up to 3 years (renewal); experienced tech professionals may qualify for a 5-year pass

Since September 2023, all EP applications must pass the COMPASS (Complementarity Assessment Framework) scoring system with a minimum of 40 points

Requirements

  • Meet the minimum salary threshold of S$5,600/month (S$6,200 for financial services), with higher thresholds for older candidates

S Pass

Work pass for mid-level skilled workers in associate professional and technician roles

Eligible Candidates Mid-level skilled workers classified as Associate Professionals and Technicians (APT). Candidates should hold a degree or diploma and possess relevant work experience.
Minimum Salary S$3,300/month; thresholds may be higher depending on the candidate's age and sector.
Quota & Levy S Pass holders are subject to an employer quota (a percentage cap of the company's total workforce) and a monthly foreign worker levy payable by the employer.
Fair Consideration Employers must advertise the position on MyCareersFuture for at least 14 days before applying.
Medical Insurance Employers are required to purchase and maintain medical insurance coverage for S Pass holders throughout the validity of the pass.
Validity First-time pass: up to 2 years. Renewal: up to 3 years.
Family Passes S Pass holders earning S$6,000/month or more may sponsor a Dependant's Pass for their spouse and children.

ONE Pass

Overseas Networks & Expertise Pass for top-tier global talent across business, arts, sports, academia, and research

Target Candidates Outstanding individuals in business, arts, culture, sports, academia, and research who can contribute significantly to Singapore's economy and society.
Validity 5 years, significantly longer than other work passes.
Employer Flexibility Not tied to a single employer. Holders may concurrently start, operate, and work for multiple companies in Singapore.
Eligibility Criteria Applicants must demonstrate outstanding achievements in their respective fields or earn a fixed monthly salary of at least S$30,000.
Family Privileges ONE Pass holders may sponsor Dependant's Passes for their spouse and children, as well as Long-Term Visit Passes for parents.
Renewal Renewable for a further 5 years, subject to continued eligibility and meaningful engagement with Singapore's economy.

EntrePass

For foreign entrepreneurs seeking to start and operate innovative, venture-backed businesses in Singapore

Three Pathways Entrepreneur pathway: must have secured venture capital funding of at least S$100,000 from a recognised investor. Innovator pathway: must hold intellectual property (IP), patents, or be supported by a recognised incubator/accelerator. Investor pathway: must demonstrate a strong investment track record.
Business Plan Applicants must submit a detailed business plan of approximately 10 pages outlining the business concept, market opportunity, competitive advantage, financial projections, and team composition.
Processing Time Up to 8 weeks. Applications are jointly reviewed by MOM and Enterprise Singapore.
Validity Initial validity of 1 year. Renewable for progressively longer periods subject to meeting business milestones (local hiring, revenue, spending).
Family Passes EntrePass holders may sponsor Dependant's Passes and Long-Term Visit Passes for family members, subject to meeting minimum thresholds for business spending and local employee hiring.
Business Requirements The business must be registered with ACRA, operate from Singapore, and must not be in excluded activities such as food courts, coffee shops, massage parlours, or traditional Chinese medicine.

Dependant's Pass (DP)

For legally married spouses and children under 21 of eligible EP, S Pass, or ONE Pass holders

Eligibility Available to the legally married spouse and unmarried children under 21 of Employment Pass, S Pass (earning S$6,000/month or more), or ONE Pass holders.
Right to Work DP holders who wish to work in Singapore must obtain a Letter of Consent (LOC) from MOM. The LOC is tied to a specific employer and role.
Validity The DP is tied to the main pass holder's work pass and shares the same validity period.
Sponsorship The application must be sponsored by the main work pass holder's employer (or by the pass holder directly in the case of ONE Pass and EntrePass).
Children's Education Children on a DP may attend local or international schools in Singapore. Enrolment in government schools is subject to availability and requires a Student Pass.

Long-Term Visit Pass (LTVP)

For common-law spouses, parents, stepchildren, and other family members of work pass holders

Eligible Applicants Common-law spouses, stepchildren, parents, parents-in-law, and other dependants who do not qualify for a Dependant's Pass.
Issuing Authorities LTVPs may be issued by the Ministry of Manpower (MOM) for family members of work pass holders, or by the Immigration & Checkpoints Authority (ICA) for spouses of Singapore citizens or PRs.
Work Rights Work rights differ by issuing authority. MOM-issued LTVP holders require a separate work pass (EP, S Pass, or Work Permit) to work. ICA-issued LTVP holders may apply for a Pre-approved Letter of Consent (PLOC) that provides broader work authorisation.
Validity Typically 1 to 2 years, renewable subject to the main pass holder's or sponsor's continued eligibility.
LTVP+ The LTVP+ is a longer-term variant issued by ICA to qualifying spouses of Singapore citizens, offering greater stability with a validity of up to 5 years and automatic work authorisation.

Work Permit (WP)

For semi-skilled foreign workers from approved source countries in sectors such as construction, manufacturing, and services

Eligible Workers Semi-skilled workers from approved source countries (e.g., Malaysia, China, India, Bangladesh, and others depending on the sector).
Sectors Construction, manufacturing, marine shipyard, process, and services sectors.
Quota & Levy Employers are subject to a Dependency Ratio Ceiling (quota) that limits the proportion of foreign workers. A monthly foreign worker levy is payable by the employer.
Employer Obligations Employers are responsible for the worker's accommodation, medical insurance (minimum S$15,000/year coverage), and repatriation costs.
Validity Up to 2 years, renewable. The maximum period depends on the worker's nationality, sector, and the security bond posted.
Age Requirements Workers must generally be between 18 and 50 years of age (up to 60 for Malaysian workers) at the time of application.
Restrictions Work Permit holders cannot marry Singapore citizens or PRs without prior approval from MOM. They are also not eligible to apply for Permanent Residence.

Personalised Employment Pass (PEP)

For high-earning foreign professionals seeking employment flexibility without being tied to a single employer

Eligibility Current EP holders earning a fixed monthly salary of at least S$22,500, or overseas foreign professionals who earned at least S$22,500 in their last drawn salary.
Employer Flexibility Not tied to a single employer. Holders may switch employers without applying for a new work pass, provided they notify MOM within the stipulated timeframe.
Validity 3 years, non-renewable. Holders must convert to another work pass (e.g., EP) upon expiry if they wish to continue working in Singapore.
Employment Requirement PEP holders must not be unemployed for more than 6 consecutive months at any point during the pass validity. Failure to comply may result in cancellation.
Minimum Salary PEP holders must earn a fixed annual salary of at least S$270,000 throughout their stay in Singapore.
Restrictions PEP holders may not start or operate their own business in Singapore. They must be employed by a Singapore-registered company.
Family Passes PEP holders may sponsor Dependant's Passes for their spouse and children under 21, subject to meeting the prevailing salary thresholds.
